<statement>This Enhanced Pipline Product dataset represents the license status, location, licensee of record and other basic information for all the Pipelines across the Province of Alberta. This data is extracted from the AER's database FC_Pipeline_Licence_Segment, containing information provided by industry, and merged with a master attribute table to create 2 Enhanced_PL_Product shapefiles in the GCS_NAD83 and NAD83_10TM_AEPForest projections. These pipelines are licensed by the AER and have been positioned according to AER records.</statement>
<prcStep>
<stepDesc>The following description provides a chronological account (from 1983 to the present) of how the AER evolved the mapping of the pipelines it has received in applications. Date: Until 1983: Pipeline locations reported to AER on as-built drawings. Pipeline data compiled to support the production of a set of maps depicting high and low pressure pipelines throughout the Province of Alberta (both AER and NEB regulated lines). Provincial pipeline data set drafted on linens. In support of map readability, pipelines were moved from their actual location, but parallel to existing pipelines in the same right-of-way. Date: 1983 - 1989: Provincial pipeline linen based data set digitized into a drawing system. Pipeline locations reported via as-built drawings. Pipeline data compiled to support the production of a set of maps depicting high pressure pipeline locations throughout the Province of Alberta (both AER and NEB regulated lines). In support of map readability, pipelines were moved from their actual location, but parallel to existing lines in the same right-of-way. Low pressure lines under 700 kPa maximum operating pressure. Date: 1990 - 2002: Provincial digital data set geo-referenced to a cartesian grid. As-built plan submissions no longer required to be submitted with applications. Industry reported planned locations of the pipeline(s) in a base map drawing or sketch. Accuracy was limited to the quarter section(s) intersected by the pipeline. Pipeline data compiled to support the production of a set of maps depicting high pressure pipeline locations throughout the Province of Alberta (both AER and NEB regulated lines). In support of map readability, parallel pipelines were moved. Date: 2003-2007: Data imported into an ESRI ArcGIS geo-database. Conversion process not 100% clean. Pipeline data compiled to support the production of a set of maps depicting high pressure pipeline locations throughout Alberta (both AER and NEB regulated lines), In support of map readability, parallel pipelines were moved. Technicians stopped digitizing pipelines less than 50 meters in length, except those containing sour gas and those that were the only line pertaining to the license. Technicians began digitizing pipelines based on the direction of the flow of material inside the pipe. There is no attribute describing which pipelines are digitized based on flow direction. Date: 2008: From January 1, 2008, EUB split into the AER and AUC, AUC now submitting construction plans to the AER for inclusion into the AER pipeline data set. No net change in the pipelines included in the data set. Pipeline data compiled to support the production of a set of maps depicting high pressure locations throughout the Province of Alberta ( AER, AUC and NEB regulated lines). The AER will continue to maintain these lines in our pipeline dataset because we have a MOU with the AUC to provide surveillance and monitoring on these lines (Inspections and incident response). These lines are identifiled by the LICENSEES---ATCO Gas and Pipelines Ltd. (0144) and AltaGas Utilities Inc. (0190). The NEB lines (80000 licence) within our dataset (aprox. 5000km) are not regulated by the AER. Date: 2009: Industry submitted construction plans that include the intended location of the pipeline and intended right-of-way. Technicians digitized the pipelines and updated the location of surrounding pipelines impacted by the new or updated application. Pipeline data compiled to support the production of a set of maps depicting high pressure pipeline locations throughout the Province of Alberta (AER, AUC and NEB regulated lines). In support of map readability, parallel lines were moved. From April 29, 2009, the 25,000 km of NGTL (NOVA) pipelines were transferred to the NEB for regulation, monitoring and surveillance under the '80000' number set. Prior to this the ERCB was the regulator and was responsible for monitoring and surveillance of the pipelines, as a result before this date, NGTL have to be included in the dataset, and excluded after April 29, 2009. Date: 2010: AER stops maintaining NEB pipelines. Pipeline data compiled to support the production of a set of maps depicting high pressure pipeline locations throughout the Province of Alberta (AER and AUC regulated lines). Date: 2011: Industry submitted electronic (PDF) construction plans, technician's geo-referenced these documents, then digitized the pipeline(s) in the application. The use of the Rural Cadastral and DIDS data sets were also used to support the creation of the pipelines. Pipeline data compiled to support the production of a set of maps depicting high pressure pipeline locations throughout the Province of Alberta (AER and AUC regulated lines). In support of map readability, parallel pipelines were moved. Digitize all pipelines applied for, including those less than 50 meters in length. Date: 2015: From September 1, 2015 pipelines with a status marked as removed are included in the dataset and attributed as such. Date: 2016: From October 1, 2016, pipelines with “removal” status will be removed from the dataset if the AER receives a letter verifying the removal of the pipeline, otherwise the pipelines will be included in the dataset with the status of “removal.” Date: 2017: From June 16, 2017 the AER introduced the collection of pipelines in a digital spatial data format. The line data submitted is to fall within the surveyed right of way. The point data is to fall within the correct LSD. The AER mapping technicians no longer edit this data. Industry reported the geometry source of the data as: as-planned, construction, centre of right-of-way or as-built. The AER denotes all legacy mapping data with a geometry source of 'mapping'. Pipeline tie-ins are no longer maintaned by the AER. Date: 2017: From June 28, 2017 the Enhanced Pipeline dataset includes new attributes that were added to ensure the dataset contains the same attributes as those in OneStop. New include H2S Release Volume, H2S Release Level, Bidirectional Pipeline Ind, HDD Bored Ind, Liner Grade, Liner Type, External Coating, Pipeline Environment, Pipeline Class Location, Substance 1, Substance 2 and Substance 3. For Pipeline Amendments, completed through OneStop, where the amendment is a status change, there will be a 24 hour lag between what is visble in OneStop and what is visible in the Enhanced Pipeline Dataset.</stepDesc>
